1. Promo Items (highest priority)
If the promo checkbox is checked, all other discounts are ignored.
• Qty is a multiple of 5 → full retail price + 1 free per 5
• Qty is not a multiple of 5 → discounted to 5-for-6 rate, no free items
• Custom price override is not available

2. Pallet Pricing
If qty meets or exceeds the pallet quantity, pallet price applies.
• No free items • Custom override not available

3. Standard Pricing
• Qty under 10 → full retail price, no free items
• Qty is a multiple of 10 → full retail price + 1 free per 10
• Qty 10+ but not a multiple of 10 → discounted to 10-for-11 rate
• Custom override available (minimum price = 10-for-11 rate)
